Tatiana Golikova said that this project was created in order to avoid socio-economic consequences.
In mid-August, parliamentarians from United Russia; and the government said it had developed guidelines for the Sanitary Shield program. Its implementation is part of the popular program of the party. As pointed out by the First Deputy Chairman of the Federation Council, Secretary of the General Council of United Russia Andrey Turchak , the project will be implemented on modern infrastructure.
On the need to create a 'shield' in the area of health security, President Vladimir Putin said during his address.
