Why have mobile operators stopped offering unlimited internet?

The biggest Russian mobile operators have stopped connecting new subscribers to unlimited internet. These restrictions have already affected customers of VimpelCom companies. (Beeline brand), Megafon, MTS and T2 RTK Holding (Tele2 brand), reports Forbes.

& nbsp; “ Representatives of Megafon & # 39; & # 39; and VimpelCom have confirmed that in their current pricing plans there is no ability to connect to unlimited mobile internet. Representative of & nbsp; & laquo; Megafon & raquo; added that after logging into the tariff plan, the subscriber can call the contact center and ask the operator to connect to the unlimited internet. Tele2 has removed the login option Unlimited Internet & nbsp; many months ago. & Nbsp; A representative of MTS said that for new customers unlimited mobile internet is only available at two tariffs (the monthly payment for them exceeds 2000 rubles), “- writes the newspaper. & # 39; Nbsp;

Why have mobile operators decided to cancel unlimited Internet?

Low demand . & nbsp; According to Eldar, analyst at Mobile Research Group Murtazin, 80% of subscribers spend around 12 GB of mobile traffic per month, another 10% – & mdash; up to 20gb and only 2% of subscribers spend more than 100gb mobile traffic.

& nbsp; According to mobile operators, there is currently no demand for unlimited internet.

& nbsp; “Unlimited fares have always been a niche product that appealed to only a small audience. First of all, we start from customer needs, and we haven't seen the demand for unlimited lately ',' & mdash; The Tele2 spokeswoman told Forbes.

& nbsp; Traffic consumption. In Megafon; and VimpelCom noted that most of their subscribers connected to unlimited communication do not use more than 50 GB of mobile internet. : This is mostly traffic from instant messengers, social media and video services, ”a representative from VimpelCom told Forbes.

& nbsp; Network load. According to analysts, unlimited internet is not profitable for mobile operators because few subscribers use this service. However, they create a heavy load on the network, and it affects other customers.

& nbsp; other nearby subscribers, '' the CEO of analytics agency TMT Consulting told Forbes. Constantine Ankilov.

& nbsp; At the same time & nbsp; The Federal Antimonopoly Service (FAS) constantly monitors the evolution of tariffs and can theoretically object to the lack of an unlimited internet option from operators, suggests Ankilov. At the same time, operators can justify their decision by the fact that they are not able to connect fifth generation (5G) networks now to offload the infrastructure, when they have to provide the subscriber with stable quality of service, added the CEO. by TMT Consulting.

& nbsp; No profit. Mobile operators will be able to earn more on limited traffic than on unlimited Internet, according to experts.

& nbsp; “ For operators unlimited internet is not profitable, so a few years ago they were from it already refused. But they came back due to increased competition, '' said Denis Kuskov, analyst at & nbsp; TelecomDaily.

& nbsp; What to do & nbsp; to subscribers who had previously connected to unlimited internet?

& nbsp; The ban on connecting to the unlimited Internet does not apply to current subscribers at current tariffs, Forbes noted with reference to mobile carriers. & nbsp;

& nbsp; Analyst Murtazin has suggested that in the future this restriction will affect users of archived fares.

& nbsp; “ If you have a tariff plan in which there was unlimited internet, you will use it exactly until the tariff is archived. For example, on my tariff, the internet is unlimited, it remains valid, but there is simply no such option for new connections '', & mdash; the expert noted.

& nbsp; Note, at the beginning of September, the newspaper & nbsp; Kommersant & # 39; & # 39; reported that mobile operators continue to increase the prices of archived tariffs. In particular, in & nbsp; MTS & nbsp; said the price increase will average 30-40 rubles. and will affect less than 1% of tariff plans. Megaphone has also increased prices to a portion of archived tariffs in a number of regions. The company noted that it was offering subscribers a free upgrade to current rates before the price increase. & Nbsp;

& nbsp; Last year, VimpelCom, Megafon, MTS and Tele2 have already increased the prices of archived tariffs. after cancellation of internal roaming. However, the FAS then saw no grounds to increase the cost of the services. So, in November 2020, the FAS fined Tele2 825,500 rubles for an “ unjustified increase ''. tariffs, writes Forbes.

The education of the future. How to make universities competitive

How to increase the accessibility of higher education, increase the competitiveness and infrastructure supply of universities, employ graduates and support young talent & ndash; these and other questions were answered by the participants of the Strategy session. & nbsp; The best solutions developed & nbsp; will form the basis of the Far Eastern University Development Program.

In Khabarovsk & nbsp; under the direction of & nbsp; Minister of Higher Education and Science of Russia Valery & nbsp; Falkov & nbsp; and Minister of the Russian Federation for the Development of the Far East and the Arctic Alexey & nbsp; Chekunkov, with the active participation of & nbsp; governors of the Khabarovsk Territory Mikhail Degtyarev and the Kamchatka Territory Vladimir & nbsp; Solodov & nbsp; & nbsp; Strategic session “ Development of science and higher education in the Far East. & # 39; & # 39 ;; Rectors of Russian Far Eastern and leading universities, representatives of authorities, representatives of a single development institution & ndash; Far East and Arctic Development Corporation. The event, which took place on November 25-26, brought together around 100 participants.

On the first day, the participants of the strategy session were divided into six groups to identify the main problems of science and education in the Far East in the following areas: competitiveness of universities, employment of graduates, human resources universities, accessibility of higher education, working with talents and educational infrastructure. The event was moderated by representatives from leading Russian universities.

The group work was preceded by keynote addresses by federal ministers and governors.

Thus, the leader of & nbsp; Ministry of Education & nbsp; noted that it is necessary & nbsp; to create the conditions for the most capable and best prepared school graduates to receive a quality education in the Far East, so that the region & nbsp; come to receive an education, and in the future live and work & nbsp; young & nbsp; from all over Russia.

Far East and Arctic Development Minister Alexey & nbsp; Chekunkov & nbsp; stressed that the quality of higher education predetermines the socio-economic dynamics of the region for decades to come. & Nbsp; The strategic session will find the most effective and possibly non-standard ways to modernize the higher education system that will be put in place by universities in the Far East on a new trajectory, make it a powerful base for a strong economy & nbsp; which is in the process of being created & nbsp; in the Far East.

Governor of Khabarovsk Territory Mikhail Degtyarev said he was convinced that a promising point of growth for the region would be its inclusion in the project to create an interuniversity campus. A new educational and scientific ecosystem will be created on campus, which will bring together talented young people and become a launching pad for new ideas and initiatives.

In addition, on the perspectives of higher education within the framework of the program of state support to universities “ Priority 2030 '' said scientific adviser Andrey Volkov. In particular, it was noted that the program, & nbsp; which will allow the concentration of resources to ensure the contribution of Russian universities to the achievement of national objectives & nbsp; development of Russia for the period up to 2030, in order to increase the potential scientific and educational level of universities and scientific organizations, as well as to ensure the participation of universities in the socio-economic development of the constituent entities of the Russian Federation, today & nbsp; 3 universities from the Far East are participating. & nbsp;

On the second day of the strategy session, the groups drew up proposals for solving the problems of science and higher education in the Far East, outlined the day before.

In this & nbsp; work, informational support to participants of the & nbsp; strategy session & nbsp; was provided by a series of lectures covering the successful experience and developments of leading Russian universities, the development of the infrastructure of educational institutions in the Far East, educational programs and research in the agro-industrial complex. & Nbsp;

Vladimir Avdeenko, & nbsp; Director of the Agro and Biotechnology Development Department of Innopraktika, one of the organizers of the strategic session, & nbsp; in his report & nbsp; & nbsp; 'Global transition to agro-industrial complex 4.0: a window of new possibilities for teaching and research programs'; noted that the agro-industrial complex & ndash; this is what, now and in the future, will globally influence the way of life and development of the Far East, its position within the country and on the outer contour . & nbsp;

At the end of the session, the groups presented their projects in each of the six areas. Among the main proposed activities that can be included in the Far East Program for the Development of Science and Higher Education, it is worth noting the cooperation of universities and regional authorities, financial support of federal universities and teaching staff, advanced training and retraining of teachers to alleviate the staff shortage in new areas of knowledge, the development of & nbsp; and the optimization of the educational infrastructure of universities, including digital. It was also proposed to expand the client list for targeted training for private companies and investors implementing large projects in the region, to create a venture capital fund for student projects and to set up a venture capital fund for student projects. ; introduce a graduate support system, develop cross-border cooperation and attract students from the Asia-Pacific countries and other regions of Russia.

“ The quality and accessibility of higher education has a significant impact on the decision of young people to stay in the Far East or come here to study. This is how a strategic session took place at a very opportune moment, during which two federal ministers worked for two days in collaboration with the community of the rector and the regional authorities. All members have been divided into 6 tracks. On our site, we have analyzed and proposed measures to increase the employment level of graduates of universities in the Far East. We have looked at Targeted Training and believe the list of organizations that can act as a client for Targeted Training needs to be expanded by adding residents from ASEZ, FPV, and participants from other projects from across the country. Investment, including those implemented without state participation. In addition, the university itself should act as a modern recruiting agency, improving communication with employers, updating my training programs, focusing on the promising staffing needs of the university. economy of the region. On all tracks, specific proposals have been made to improve the quality and accessibility of education, develop the infrastructure of universities, work with talents and, in general, increase the competitiveness of Far Eastern universities, 'said Hasan Hasanbalaev, director of human resources. department of the Far East and Arctic Development Corporation .

According to him, regional authorities play an increasing role in the development of universities. And in this regard, Russia is in step with global trends. “ The key message here is 'a strong university' strong region. & # 39; Indeed, by developing a higher education institution, the region improves the demographic and socio-economic situation, attracting applicants, releasing qualified graduates into the labor market, involving non-resident and foreign students in life. city, '' added Hasan Hasanbalayev./p>

The leader of & nbsp; Ministry of Education & nbsp; Russia Valery Falkov & nbsp; said: “ We are approaching the creation of a full-fledged development program for universities in the Far East. And these two days of intensive work allowed us to see the peculiarities of almost all the universities. Of course, this territory requires a particular, unconventional approach, an individual attitude towards each region and each university. This is how the program will be formed. There is still a lot of work to be done: selection conditions, financial basis, regulatory framework, etc. I think it would be fair to make this program part of the Priority 2030 project. Then universities in the Far East will find themselves in a big family of universities aiming for disruptive development, and will be able to adopt the best practices. & # 39; & # 39;

“ During the strategy session, we discussed not how to improve an individual university, but how to improve 40% of the territory of our country. Much work has been done to solidify the experience of the whole region. We will strive to increase the connectivity of Far Eastern education with nationwide education and attract federal universities to the region for launch joint programs. Two of these programs are started by the HSE on the basis of Khabarovsk University of Economics and Law. Until 2024, there will be fifteen of these programs. The close interaction of universities with employers is important. This will correctly predict demand and more children to study for free. And, of course, there is a need to develop the 'education infrastructure', '' and mdash; summed up the outcome of the event, the head of the Russian Far East Development Ministry Aleksey & nbsp; Chekunkov. & nbsp;

Mikhail Degtyarev thanked the heads of & nbsp; Ministry of Education & nbsp; and the Russian Far East Development Ministry for the opportunity given to the region to serve as the main platform to discuss science and higher education in the region. & Nbsp;

“ These two days have shown: the current situation with higher education in all subjects is approximately the same. Therefore, the assessment and opinion of leading experts & ndash; participants in the session & ndash; were necessary to determine the main directions of the future development of universities. It is important to understand that it is only in close connection between universities and scientific organizations with regional authorities and the real sector of the economy that high results can be achieved not only in the improvement of the higher education system, but also in the development of the subject and the country as a whole. It is only in strict compliance with these conditions that the need for the economy and the training of personnel will be synchronized, ”stressed the Governor of Khabarovsk Territory.

The Ministry of Education and Science & nbsp; Russia plans to do regular strategic sessions devoted to the development of science and higher education in the Far East. Valery Falkov proposed an initiative to organize the next similar event in six months.

“Cheaper to demolish.” On Holodomor's Day, a fountain of excrement flooded the homes of Kherson

There is a lot of symbolism in what is happening in Ukraine right now. While in Kiev, President Zelensky and his entourage try to figure out what will happen before the & mdash; & nbsp; coup or invasion of the Russian army, in the regions they are literally drowning in excrement. & Nbsp;

Brown jet in the sky

On November 27, a “ dirty bomb '' exploded in the Ukrainian Kherson. This is the sweetest possible definition of what happened in the city's Shumensky quarter on Shturvalnaya Street.

In the parlance of professionals, what happened is called a pressure manifold breakthrough. Witnesses described the incident as a 20-meter sewage fountain towering above the private sector. However, some claim that the excreta flow increased by 30 meters.

Five private households were in the affected area. The homes of the unfortunate were literally inundated with human waste.

Local deputy Artem Kirichenko on his page on the social network he said: “ One of the two-family houses cannot be repaired, it is cheaper to completely demolish it and build one news. 20 people were injured. The damage is estimated at nearly 1 million hryvnia. & # 39; & # 39; & Nbsp;

The emergency team pumped sewage from residential buildings for two days. Then they began to drain and disinfect the buildings, although the effectiveness of these measures is still unclear. People coming from homes flooded with excrement have so far been placed in dormitories. & Nbsp;

The lifespan of communications ended 20 years ago. But we are not talking about replacing the pipes

“ The issue of the allocation of money for the elimination of the accident will be brought up to the city council meeting on December 3. It is worth noting that there is no sensible reaction from the mayor of Igor Kolykhaev and the body of deputies, & mdash; & nbsp; reports local edition & nbsp; Kherson.life.

As the Kherson edition notes, & laquo; New day ', a repeat of such an incident is possible at any time. In the past three years, around 20 major accidents have been eliminated in the local sewage system.

The reason for this is happening & mdash; & nbsp; catastrophic wear and tear of communications. The pressure pipeline from the main sewage pumping station to the city's sewage treatment plant was built in 1969. & nbsp; Pipes with a diameter of about one meter had a durability resource of 30 years, which already expired in the years of independence of Ukraine. However, the authorities never managed to fix the problem. & Nbsp;

On the day of the stinking Kherson flood, the victims of the 'Soviet genocide' were honored

Kherson City Council MPs on November 27 did not have time for this. They celebrated Holodomor Victims' Remembrance Day, which this year coincided with the fecal discharge in Kherson. During a requiem rally at the monument to the victims of the totalitarian regime, representatives of the city authorities and public figures cursed the communists who organized the 'genocide of the Ukrainian people. & # 39; & # 39;

Apparently, the Kherson authorities would have gladly attributed the breakthrough of the pressurized pipeline to the intrigues of the Bolsheviks & mdash; & nbsp; after all, the city sewage system was done with them. & Nbsp; Modern Kherson has become like a living illustration of the city of Foolov, invented by Saltykov-Shchedrin. If Holodomor in 2021 in Kherson was 'celebrated' fountain of excrement, the 30th anniversary of the independence of Ukraine & mdash; & nbsp; heavy drop from a 70 meter flagpole. & nbsp;

Boom the price of 8 million, not counting the car

The site for the mast installation was chosen near the regional library named after Honchar. On the morning of August 20, construction started to go up which turned into a steep drop. The full weight of Ukrainian patriotism has fallen on Lexus. The car was simply run over. Fortunately, by the time of the fall, there was no one in the foreign car, otherwise the story would have gone from comic to tragic.

Discussions about the incident on the head of Kherson & # 39; s regional administration displeased social media & nbsp; Sergey Kozyr , who hastened to reply to all the malcontents thus: “ The day was a success! There is something to talk about! What did you do for your Kherson area? Or is everything always going well with you and nothing breaks? Where are you from so perfect and correct? Take a look around and think about what you've been up to besides laughing at problems! But these are not our problems, these are the problems of the Kherson region, because this is all done for the people, for you! Not for me or anyone else & mdash; for you! & # 39; & # 39;

By the way, 8 million hryvnias were spent on the flagpole, received “with the help of attracting grant funds and European donors.” Why can't European donors fund the overhaul of Kherson's sanitation system, but spend money on flag poles? O. Director of Territorial Development Department, Head of Construction and Financial Support Department of Kherson Regional Administration & nbsp; Vitaly Karavaev, in charge of & hellip; work on the installation of a flag pole. Moreover, Karavaev took the matter literally the day before, with his predecessor hastily resigning. & Nbsp;

How Kherson's leader threatened Russia

It wasn't boring in Kherson even before the mast fell. In 2017, the then town chief & nbsp; Vladimir Mykolaenko & nbsp; was nicknamed the mayor on horseback. Two playgrounds were solemnly inaugurated in Kherson. In order not to disturb the solemnity of the moment, the children were taken away. Reporters at the event complained that it was impossible to photograph happy children. “ Let's go for a walk '', & mdash; said the mayor and got on a horse designed for preschoolers.

In December 2019, the mayor of Kherson threatened Russia and its president: “ I think we have to remind & nbsp; Putin & nbsp; and to all its supporters that the primordial Russian territories & mdash; they are swamps near Moscow. Everything else & mdash; these are territories that the Muscovites took possession of thanks to their own cruelty to animals and their cunning. By breaking agreements, ignoring promises, creating internal crises in neighboring states with their own hands, they managed to build a great empire. Great, I mean. This empire rests on its bones. On the bones of millions of people whose lives meant nothing to Muscovites … The Black Sea region is so beautiful and far from the Moscow swamps that it's hard to imagine how Putin could have thought that Russia had anything to do with us. Southern Ukraine is ethnically, mentally, geographically, culturally Ukrainian. I have always been Ukrainian and always will be. It will be Ukrainian when Russia is gone. And we must remember that too, especially in these holy days for Christians, when we must all remember that good is eternal. And evil is doomed to defeat no matter how strong and arrogant it may appear today. Evil is doomed. Russia & mdash; this pain. I ask you to remember this and, if possible, to participate so that this evil turns to dust and bad memories asap. & # 39; & # 39; & Nbsp;

The new mayor of Kherson has started renovating the cabinet. Hands do not reach sewers

The mayor of Kherson was replaced in the fall of 2020, but problems persist. In April 2021, Mayor Igor Kolykhaev told reporters in the Kherson Online publication about my office renovation: “I want it to be where I am. I can't work if there isn't a comfort zone where I can accept people and communicate. Repair & mdash; & nbsp; at my personal expense. I really want to contribute to Kherson & hellip; Then we are going to make a hallway, transparent doors in the offices on this floor. There is nothing wrong with that, are people working? … one of the examples of what we want to do now. We have the city executive committee building and the plaza behind the city hall where the cafes are across the street. One of the ideas & mdash; & nbsp; to create an episode from the past and the future. We plan to reconstruct the facade of the building, to make the sixth floor, to which the session hall for 120 people will be moved, and two transparent elevators will be installed. The rest of the room is an open art space for receiving guests, organizing exhibitions, conferences. The next step is & mdash; & nbsp; rebuilding the square: laying out beautiful cobblestones, putting up a Christmas tree, organizing festivals. & # 39; & # 39;

Igor Kolykhaev, Mayor of Kherson: The guests immediately saw the beautiful city. & # 39; & # 39; KHERSON Online socio-political Internet edition (khersonline.net)

It is clear that the city sewer is not the object that attracts the mayor of Kherson. However, it would probably be nice to have exhibitions and lectures in houses flooded with shit, so that Kherson's guests could see it, so to speak, in all its glory. And the disaster area and the excrement fountain can be declared a facility & mdash; & nbsp; will be very much in the spirit of modern European art. & Nbsp;

It seems that today in Ukraine it is more realistic than replacing pipes which exhausted their service life two decades ago.
