- increase the amount of compensation at the expense of the operating organization or the owner of a dangerous production facility of payments in the event of injury to the life or health of citizens at the following an accident.
In addition, by August 1, 2022, the President has instructed the government to ensure the creation of financial mechanisms to ensure the completion of the work of disposal, conservation of mining sites, boreholes and other works related to the use of basements.
The Head of State also instructed to execute the following ordinances by January 1, 2023: & nbsp;
- suspend mining for non-compliance with degassing requirements when extracting coal (oil shale);
- strengthen employers' liability for breaches of labor protection obligations of workers employed in work involving harmful and/or dangerous working conditions, including underground work;
- specify the composition of administrative offenses related to non-compliance with industrial security requirements;
- establish the liability of officials (in the form of disqualification) for non-issuance or untimely issuance of an order aimed at eliminating violations, as well as for non-compliance or untimely conduct of inspections;
- create an audit system for organizations operating hazardous production facilities;
- hold mine management accountable in the event of accidents or incidents resulting in death or injury to two or more people (fine in the amount of a multiple of the proceeds of coal mining).
