On January 11, the Graduate School of Economics released the Quality Tracker for Admissions to Russian Universities in 2021, prepared by it with the support of the Ministry of Education and Sciences of the Russian Federation. It turned out that the USE pass mark for admission was lowered for the first time in 10 years.

How much has the USE pass mark been reduced and what is it now?

According to the report, in 2021 the pass mark on the unified state examination for admission to budget places for full-time bachelor/specialty programs in average in the country was reduced from 70.8 to 70.3. In the regions, this indicator drops even more: by 0.6 points. At the same time, the authors note, the quality remained above the 2019 level.

Moreover, in all other groups the growth in quality continued, including paid admission to regional universities, the document says.

Why has the USE average pass mark decreased?

This is due to the fact that, according to the authors, in 2021 the Russian Ministry of Education and Science allocated more places funded from the budget and mainly to regional universities. The indicator increased by 9%. Therefore, even those who had not already passed the points competition were able to enter the budget places.

However, the concessions did not affect the paid places. The situation there is completely different: in 2021 in the country compared to 2020 in the country, the average score increased by 0.4, and in the regions (excluding Moscow and St. Petersburg) & ndash; of 0.3.

The number of places funded by the budget, according to the authors of the follow-up, increased compared to 2020 in the main state universities by 22.2 thousand and their branches & ndash; per 3.7 thousand.

How is tracking done?

The Higher School of Economics has been conducting such studies annually since 2010 with the support of the Ministry of Education and Science. The follow-up takes into account not only the quality of knowledge of the candidates registered in the first year, but also the notoriety of the universities where they enter.

According to the report, the quality of admission is assessed by the average score of the candidate registered in the first year based on the Unified State Examination. The results of Olympic winners, schoolchildren who entered without an entrance exam, count as 100 points.

The report's authors covered 838 universities in their study. Among these: & nbsp; 404 heads of state, 345 branches and 89 non-state universities. This did not affect “universities of power and creation, where exam level is not a key selection parameter,” the document says.
