Biden: climate change threatens human existence

Climate change poses a threat to the existence of mankind, US President Joe Biden said at the climate summit in Glasgow.

According to him, this is a challenge for the whole world.

“ With each passing day, the cost of inaction increases', & ndash; quoted by RIA Novosti Biden.

The president added that the United States plans to reduce its emissions by 50 to 52% in nine years from 2005.

As part of the plenum of heads of state and government also acted German Chancellor Angela Merkel. She said Germany hopes to reduce its emissions by 65% by 2030 compared to 1990 and become climate neutral in 24 years. Merkel called for the swift implementation of the 2015 Paris Climate Agreement.

Recall that the Russian delegation in Glasgow will offer foreign partners developed approaches to create a unit market of carbon. Before that, the & nbsp; State Duma & nbsp; stated that & nbsp; Russia has already succeeded in reducing greenhouse gas emissions to 70% from the level of 90. a changing climate.

The Russian Federation will offer its foreign partners its approach to accounting for carbon emissions

At the Glasgow climate summit, Russia will offer its foreign partners developed approaches to create a market for carbon units. This was announced by the first deputy head of the Russian delegation, the Russian president's special envoy for climate issues, Ruslan Edelgeriev.

According to him, Russia is in favor of the first completion of the elaboration of the rules of the Paris Accord and engagement in real projects. In particular, it is necessary to agree on the mechanisms of market and non-market cooperation, through which emissions will be reduced and greenhouse gases are captured.

Edelgeriev, in an interview with TASS, noted that while some foreign partners are proposing new unilateral initiatives, which contain guidelines and mechanisms that are not supported by scientific facts. the Russian Federation to achieve carbon neutrality. They noted that & nbsp; Russia has already succeeded in reducing its greenhouse gas emissions by up to 70% from the level in the 90th year.

“Makaroshki” -2. Rada MP told Ukrainians about cheap food

Russian-Ukrainian relations have been in a disgusting state for many years. The inculcation of a nationalist ideology by Kiev, the ongoing bombardment of peaceful installations in Donbass and & nbsp; many other factors do not contribute to standardization. & Nbsp;

& # 39; Pasta & # 39; minister

But & nbsp; here is what is weird & nbsp; & mdash; often the reasoning of those in power in both countries & nbsp; differs from each other & nbsp; when it comes to & nbsp; the position of the common people. How famous comrade Saakhov blamed his driver: “ You see life from & nbsp; the window of my personal car, honestly! & # 39; & # 39;

Three years ago the Minister of Employment, Labor and & nbsp; Saratov Migration Region Natalia Sokolova , who assured that the Russians can lead a normal life, spending 3,500 rubles a month on food. After the meeting of the Duma regional committee on social policy, the minister began a discussion with the deputy of the regional Duma Saratov Nikolai Bondarenko , convinced that the latest increase in the cost of living is totally insufficient. “ Now the chicken is worth a kilogram, you know how much, & nbsp; & mdash; Natalya Sokolova convinced the deputy. & mdash; & nbsp; And & nbsp; from & nbsp; you can cook a lot of dishes … No problem. & # 39; & # 39; The deputy in the response of & nbsp; suggested that the two conduct an experiment, eating on the above amount. “ Our status with & nbsp; you don't & nbsp; allows you to unroll & raquo ;, & nbsp; & mdash; Minister Sokolova opposed the MP. “ With that kind of money, you can't eat normally, & nbsp; & mdash; insisted the deputy. & mdash; & nbsp; Therapeutic fasting & mdash; may be. & raquo ;. & nbsp;

Bondarenko again suggested trying life with such a diet on yourself. “ I & nbsp; a decisive enough person, but & nbsp; I am afraid that the status of Minister will allow me to do so, & nbsp; & mdash; Ms Sokolova rejected the proposed option.

But the minister began to explain how to eat well for & nbsp; 3500 & nbsp; rubles: & nbsp; I & nbsp; can make a menu for you, based on & nbsp; these stores that I & nbsp; visit, with & nbsp; discounts, and & nbsp; you & nbsp; understand you can live … i haven't eaten meat for 20 & nbsp; years. We must use in season, our vegetables and & nbsp; fruits. In & nbsp; every season there are products that become cheaper and & nbsp; which become more expensive. And & nbsp; macaroons always cost the same. Are you a believer? And & nbsp; then & nbsp; there are 40 & nbsp; fasting days, and & nbsp; everyone is just getting healthier. & Nbsp;

“ The prices are & nbsp; the same & # 39; & # 39; : how the member for Rada saw a miracle

“ Makaroshki & # 39; & # 39; be expensive for Ms. Sokolova & nbsp; & mdash; she was & nbsp; invited to be & nbsp; Minister.

But & nbsp; ideas about & nbsp; that people exaggerate their plight went nowhere. Three years later, the brother of Natalia Sokolova in & nbsp; reason appeared in & nbsp; Ukraine.

Ukrainian restaurateur 49 years old and & nbsp; deputy of the ruling Party of the People's Servant Nikolai Tishchenko decided to inform his compatriots about & nbsp; the fact that no increase in the prices of the products of the Independent & nbsp; does not happen. Addressing to & nbsp; journalists on the sidelines of the Rada, on the question of & nbsp; on & nbsp; price increases, the parliamentarian said: “ No, the prices are & nbsp; the same. & # 39; & # 39;

“ I bought buckwheat & nbsp; 12 & nbsp; hryvnia for & nbsp; kilogram, 28 & nbsp; i bought for & nbsp; kilogram, the price varies. I & nbsp; does not use bread at all, but bread costs today from & nbsp; 20 & nbsp; hryvnias in & nbsp; according to & nbsp; who. With & nbsp; tastes, with & nbsp; seeds or strawberries, so tasty, that are in & nbsp; trends today, this & nbsp; can cost & nbsp; 35-40 & nbsp; UAH. Sometimes it boils down to, depending on the fillings, and & nbsp; to & nbsp; 50 & nbsp; UAH & raquo ;, & nbsp; & mdash; said the restaurateur.

Tishchenko assured that he buys food for the family at & nbsp; Bessarabian market in Kiev, which is the most expensive in the & nbsp; Ukrainian capital, and & nbsp; expense & nbsp; this is from & nbsp; 5 & nbsp; to & nbsp; 12 & nbsp; thousand hryvnia in & nbsp; & nbsp; 32 & nbsp; 200 rubles). Journalists have compiled a price list, according to & nbsp; by which the deputy of the Verkhovna Rada is purchased: – Buckwheat from & nbsp; 12 & nbsp; to & nbsp; 28 & nbsp; hryvnia (from 32 to 75 rubles per up to 70 hryvnia (from 53 to 187 rubles per kilogram) – Salo from 50 to 100 hryvnia (from 134 to 268 rubles per & nbsp;

kg) Tishchenko's revelations surprised Ukrainians, as ordinary citizens were not able to find such prices. In the & nbsp; reality, the prices of & nbsp; buckwheat Kiev now fluctuate in the & nbsp; range of & nbsp; 50 & nbsp; to & nbsp; 100 hryvnia per & nbsp; kilogram (134 & nbsp; & mdash; 268 & nbsp; rubles), the beef is sold at & nbsp; & nbsp; 130 180 hryvnia (348 & nbsp; & mdash; 482 & nbsp; rubles), and & nbsp; fat fee 150 & nbsp; & mdash; 170 hryvnia for & nbsp; kilogram (400 & nbsp; & mdash; 450 & nbsp; rubles). & Nbsp;

& nbsp; he has a time machine, he & nbsp; is purchased in & nbsp; & nbsp;

One of Kiev's audiences on Instagram posted a snapshot with the caption: “ Special offers for Kolya Tishchenko have started appearing in the markets of Ukraine. The photo of & nbsp; shows a market board with a & nbsp; price tag For Tishchenko. & Nbsp; 20 & nbsp; hryvnia. This is & nbsp; leftover meat & nbsp; & mdash; in fact, pieces of skin with & nbsp; a minimum of meat.

The comments of Ukrainians on the & nbsp; about the new variety immediately pleased: “ Maybe he buys there, but & nbsp; you & nbsp; laugh ''. “ Buckwheat with & nbsp; meat shavings'. “ Can I have a common apartment for & nbsp; 20 & nbsp; UAH ??? & # 39; & # 39 ;. “ He eats & nbsp; in & nbsp; restaurants, and & nbsp; n & nbsp; n & nbsp; buys on the & nbsp; market, therefore & nbsp; does not know the actual prices. & # 39; & # 39; “ You & nbsp; do not understand, & nbsp; he has a time machine, he & nbsp; in the & nbsp; past is bought. & # 39; & # 39;

Former President of the Verkhovna Rada Dmitry Razumkov offered the citizens to call Tishchenko at the market, show him the actual prices, and ask him to pay people the difference in cost between the real beef and the one he bought. But, unlike the & nbsp; Minister Sokolova, Ukrainian MP Tishchenko, apparently, is not & nbsp; threatens. The question of & nbsp; add it & nbsp; mandate of substitute person & nbsp; does not arise. & Nbsp;

“ Such a culture & # 39; & # 39; : how the Ukrainian minister blamed the people for & nbsp; that he & nbsp; eat too much

In & nbsp; Ukraine, by the way, this is not the first time. In the summer of 2017, the Minister of Social Policy of Ukraine Andriy Reva lamented that his compatriots eat too much. On the air of the TV channel “ 112 & nbsp; Ukraine & # 39; & # 39; The minister said: “ When we talk about & nbsp; that the Germans spend (on food) 14%, and & nbsp; we & nbsp; 50%, then & nbsp; there is a system of priorities. My dad has made eating well a priority his entire life. It & nbsp; believed that you can deprive yourself of something, but & nbsp; a healthy and nutritious diet is very important. Our people have such a historical tradition & nbsp; & mdash; famines, wars made them & nbsp; treat the problem of nutrition not & nbsp; as in & nbsp; other countries. I am already silent on & nbsp; the fact that the attitude towards & nbsp; bread was cultivated in & nbsp; company. Germans eat a little differently. They have a different diet. Their & nbsp; food culture is very different from & nbsp; ours. Since the prices of the products & nbsp; are roughly the same in & nbsp; Ukraine and in & nbsp; Germany, they eat less no & nbsp; because & nbsp; they have no possibility, but & nbsp; because of such a culture. And & nbsp; therefore, they spend less than & nbsp; compared to & nbsp; our people. & # 39; And & nbsp; now he & nbsp; dream of a return to & nbsp; power, apparently without losing hope of changing Ukrainian culinary culture.

After all, if neither Reva nor & nbsp; Tishchenko until & nbsp; have not yet & nbsp; struck off & nbsp; & nbsp; ; returned to the & nbsp; reality & raquo ;, then is this possible?

What is genomic recording and why do they want to introduce it for migrants?

All migrant workers entering the territory of Russia from neighboring countries must be subject to genomic registration. So said the Chairman of the Investigative Committee of the Russian Federation Alexander Bastrykin. & Nbsp;

“ Currently there is an increase in illegal acts of migrant workers, with their participation there are gross violations of public order, mass fighting. This generates social tensions and leads to a worsening of the crime situation in Russia. So, if for six months of 2020 law enforcement investigated more than 17,000 crimes committed by foreigners, then for the first half of 2021 & ndash; nearly 19,000, “Bastrykin said in an interview with Interfax.

& nbsp; Bastyrkin clarified that there are growing trends in illegal acts among migrants who present increased social danger, especially extremism – 'ndash; by 33%, terrorism & ndash; by 26%, kills & ndash; by 8%, rape & ndash; by 5%. The introduction of genomic recording, according to the head of RF IC, will help tighten control over migrants and improve the crime situation in the country.

& nbsp; What is genomic recording?

& nbsp; h2>

The genomic record is & nbsp; registration, storage and use of biological material & nbsp; citizens of & nbsp; RF, as well as & nbsp; foreigners and stateless persons living in the country. & nbsp;

Biological material is understood as tissue containing genomic information and human secretions – fragments of its DNA. & nbsp;

According to the law “ On State Genomic Registration in the Russian Federation '', & nbsp; Genomic recording can be voluntary (for example, if there is a need to establish a biological relationship) or mandatory.

For what purposes is genomic information on human DNA used? & nbsp;

According to Russian law, genomic information is used for the following purposes:

  • & nbsp; warning, disclosure and investigation of crimes, and & nbsp; also identification and identification of the persons who committed them;
  • search for missing citizens of the Russian Federation, and & nbsp; also foreign citizens and stateless persons residing or staying temporarily in the territory of the Russian Federation;
  • establish the identity of an unidentified corpse;
  • establish family relationships.

& nbsp; Who has to undergo genomic registration in Russia? & nbsp;

Mandatory state genomic registration under law is enacted by: & nbsp; & nbsp;

  • convicted and serving time of imprisonment for committing serious or particularly serious crimes, as well as all categories of crimes against the sexual inviolability and sexual freedom of the individual;
  • Unidentified citizens whose biological material was seized during investigative actions.
  • Unidentified corpses are also subject to mandatory state genomic registration.

& nbsp; What biological materials are used to determine human DNA?

& nbsp; Standard DNA analysis involves the study of the genetic properties of material obtained as a result of scratching the oral mucosa. If a standard fence is not possible, forensic experts can use the following materials:

  • & nbsp; cells or tissues of the human body;
  • hair with bulb;
  • nails;
  • blood (liquid or dried);
  • semen, seminal fluid, etc.

& nbsp; Where is the DNA of criminals stored? & nbsp;

DNA research results entered into the Federal Automated Genomic Information Database (FBDGI). Each person receives a DNA card encoded with personal data.

According to the Home Office, the National Genomic Information Accounting System has been developed in accordance with the Combined DNA Index System (CODIS) adopted in many countries around the world. Therefore, she & nbsp; guarantees the identification of persons' registered both in Russia and abroad, ensuring productive work on the verification of genomic information through Interpol. & # 39; & # 39;

Who can use the genomic information in the federal database? & nbsp;

The following people have the right to use genomic information: & nbsp;

  • the courts;
  • preliminary investigation bodies;
  • investigative bodies and organizations carrying out operational research activity;
  • the use of genomic information for the benefit of foreign states is carried out in accordance with international treaties of the Russian Federation.

& nbsp; How long is human DNA information stored in the database? & nbsp;

& nbsp; By law, the genomic information obtained during the genomic state registration is stored: & nbsp;

  • for those convicted of serious or particularly serious crimes – until the fact of their death is established, and in the absence of information about their death – and ndash; before the date on which they would have been 100 years old;
  • & nbsp; of unidentified people involved in the & ndash; 70 years from the date of receipt;
  • & nbsp; DNA data of unidentified corpses is retained until the person is identified, but no more than 70 years;
  • the genomic information of people who have undergone a voluntary examination can be destroyed on their written request.

& nbsp; How many DNA maps are there in the Federal Genomic Information Database?

& nbsp; The Federal Genomic Information Database (FBDGI) has been incorporated since 2009. According to the first deputy director of the forensic center of the Ministry of Internal Affairs of Russia, police colonel Emil Musin , it increases by hundreds of biological genotypes every year.

& nbsp; thousands of facts involving people in the commission of crimes, ”noted Musin in an interview with AiF.ru.

& nbsp; Musin also noted that forensic DNA analysis laboratories operate in 73 forensic centers of the Russian Ministry of Internal Affairs.

A robot for everyone. Advanced Artificial Intelligence Developments in Russia

History National projects

November 2021, according to the plan for the Year of Science and Technology in Russia, has been declared the Month of Artificial Intelligence. For three years, research in this area has been carried out by the Competence Centers of the National Initiative for Technology in several of the main universities in the country. Thanks to the National Science and University Project cutting-edge developments in various fields, from medicine to agriculture, are realized and implemented.

Smart harvesters for agriculture

Agriculture & nbsp; & ndash; the area where the use of artificial intelligence (AI) shows the most efficiency. The world-class Southern Russia Science and Education Center (REC) creates unmanned agricultural vehicles on its basis. Moreover, thanks to the measures of the national project “ Sciences and Universities '' There are already 15 world-class science and education centers in the country aimed at bringing the developments of academic scientists into the real sector of the economy.

The company Rostselmash, which is part of the REC of Southern Russia, implements a number of projects called AgroPilot. They are aimed at the multidisciplinary use of AI in unmanned agricultural equipment. During the Year of Science and Technology, an experimental harvester was created: it receives an online task map on the on-board computer and moves along the planned path, respecting the route with an accuracy of 2.5 cm. computer system, which takes into account the geometry of the terrain when forming the route and the characteristics of the machine. All functions are automated, the operator can only monitor the agricultural working process and some parameters.

Nowhere in the world are the problems of unmanned refueling of a combine, routing its route on public roads, remote maintenance, unloading grain, and the interaction of multiple vehicles without driver have not been resolved. The REC scientists and designers from southern Russia plan to be one of the first to deal with them. In addition, they plan to create a set of technological solutions for a fully autonomous unmanned agricultural vehicle that can be used in all types of industry. The project will be implemented using computer vision, artificial intelligence and wireless technologies.

The global market for smart agricultural technology in 2020 was estimated at $ 13.7 billion and is expected to reach 21.9 billion by 2025. A massive transition to robots for harvest will occur in time for 2025. At this point, software developers plan to create a universal complex that can be installed on any agricultural equipment at an affordable cost.

'Brain' for testing drugs

Any AI project requires working with large amounts of data (Big Data). It is simply impossible to create a really complex artificial intelligence complex in any other way.

Competence Center of the National Technology Initiative in the direction of Big Data Storage and Analysis Technologies on the basis of Moscow State University. M.V. Lomonosov deals only with these problems, teaching the “intelligent” algorithms based on the example of big data. He has several promising projects. One of them is a joint venture with the Institute of Digital Medicine of the First Moscow State Medical University, named after IM Sechenov (Medical University of Moscow). Moscow State named after IMSechenov). With the help of neural networks & ndash; self-study programs that are part of artificial intelligence & ndash; scientists check the side effects of drugs when taken simultaneously, and even taking into account patients' chronic diseases and conditions.

The proposed technology makes it possible to extract the drug interactions mentioned therein from scientific publications. An up-to-date database of these interactions is automatically generated. Given the large number of scientific publications and the emergence of new drugs, this database should facilitate the work of specialists. In addition, dangerous drug interactions with food will be detected.

And also at the Competence Center of NTI Moscow State University. M.V. Lomonosov Moscow State University is developing an index of the readiness of priority sectors of the country's economy for the introduction of artificial intelligence. Based on the results of its calculation, some recommendations are provided for state initiatives. The introduction of intelligence algorithms will dramatically speed up many routine processes and improve the efficiency of businesses in various sectors of the economy. & nbsp; & nbsp;

Keep the conversation going, replace the bees

At the Competence Center of the National Technology Initiative (NTI) “ Artificial Intelligence '' based on the Moscow Institute of Physics and Technology, DeepPavlov is developing conversational neural network machine intelligence. He is able to conduct a constructive dialogue with a person. The program supports 53 languages and can be used for more efficient work of public services, document flow, as well as the creation of dialogue systems in the service sector. The conversational artificial intelligence technologies used in DeepPavlov and developed at the NTI Competence Center are already in use in more than fifty companies in Russia and abroad.

The team of young scientists working on DeepPavlov is led by Mikhail Burtsev, Head of the Laboratory of Neural Systems and Deep Learning, Moscow Institute of Physics and Technology. He is one of the organizers of international dialog systems competitions. The creation of such systems brings us closer to the emergence of the so-called 'strong'. artificial intelligence. He will in fact be able to think and become aware of himself as a separate person. The NTI Competence Center is working on the architecture of such intelligence. To solve the problem, an innovative computer prototype of the artificial psyche of ADAM robots was developed. It is built on teaching not individual actions, but their most useful combinations. This principle can be compared to a real planning of human behavior.

With the help of technology, it will be possible to create fundamentally new robots for various sectors of the economy. And anyone can teach them. It does not require programming skills – the robot will gain experience through “training”. People will therefore have assistants to patrol, deliver goods and food, observe grazing cattle … One of the promising areas is the creation of robot pollinators of plants. They can replace bees, whose numbers are decreasing all over the world. Scientists warn that their extinction could lead to a global environmental catastrophe.
