No run, no flame. Eternal flame – symbol of memory or source of income?

Weekly “Argumenty i Fakty” No. 8. Homeland Defense Above All 02/23/2022

“Gazprom” and the government by May 1 shall arrange a free supply of gas for all Eternal Lights and Memory Lights – such an instruction was given by the President earlier this month.

Prior to this, the company provided free gas to Eternal Flames only in Heroic Cities and Military Glory Cities. And in the workers' estates, the small towns, the villages, the payment fell on the local budgets, most of which are extremely meager. As a result, the situation in some settlements has long been critical. And every year these problems only accumulate. And the lights go out.

When some idiots try to extinguish the Eternal Flame with snowballs by frying a barbecue on them or drying their socks, – yes, it is disgusting, but in principle it is understandable: there have been enough people with short memories and shrunken souls at all times and among all peoples. It's much more offensive when memory shortens trade calculation. How do they say in such cases? “Only Business – and nothing personal?

How much does memory cost?

One such unpleasant story happened at the end of last year in the village. Far from Konstantinovo, Nizhny Novgorod region, where the Eternal Flame did not burn for almost a month. It turned out that Gazprom Mezhregiongaz Nizhny Novgorod removal of “unauthorized” connection to gas distribution networks; object. And the district administrations filed a complaint for the blue fuel consumed over 3 years. According to Evgeny Mavrin, Head of Administration of Dalniy Konstantinov, the bill for a year of Eternal Flame work amounted to 1.2 million rubles. There was no such amount in the village budget, even though they had appealed to contribute with the whole world. Another “penalty box” turned out to be the Eternal Flame that burned in Dzerzhinsk in the same region of Nizhny Novgorod. since 1965. Here the account pulled 5.7 million rubles. Luckily, it wasn't about putting out that fire – a wave of public outrage helped.

On the one hand, the business can be understood – it's really a business: they released fuel, got money for it. But there are times when laws come to the fore not business, but morals, ethics, moral duty. And they are stronger than the market.

Representatives of the All-Russian Popular Front joined in resolving the conflict. Activists checked the situation with the payment of gas for Eternal Lights throughout the region, – these are 54 memorial complexes in 40 municipalities. Not everywhere there are eternal fires that burn all year round, in some places there are the Lights of Memory, which only come on on holidays. It turned out that two dozen municipalities in Nizhny Novgorod paid for gas. In addition, the price range is important – from 3.6 to 413 thousand rubles. within the year. The ONF offered the regional government and “Gazprom” to sit down at the negotiating table and together find a solution to the problem. “Eternal Lights– it is a symbol of the greatest achievement of our people in the Great Patriotic War and our memory of its heroes, they cannot be extinguished just because of money. The work of the Eternal Lights should not depend on the size of the municipal budget or the wishes of resource agencies, – commented the head of the regional executive committee of the Popular Front in the Nizhny Novgorod region. Alexey Alekhin.

As a result, they tried to amicably settle the issue of the gas supply of the Eternal Flame in the village of Dalneye Konstantinovo. And the local branch of “Gazprom” is developing a project for the reconstruction of gas supply systems in order to optimize the costs of gas supplied to memorials in the region. “This example suggests a systemic problem. If the fire is eternal – this means that gas workers are not allowed to turn it off, like an ordinary burner on the stove, – noticed then the deputy of the State Duma Alexander Khinshtein. – Perhaps we should discuss the relevant law that will determine the status of the Eternal Lights and make it impossible for them to be extinguished.

“Must be on everywhere”

And in the Chelyabinsk region. the company itself came to the aid of the activists. Accounting and Restoration of “Eternal Flame” this is the area Veterans Council. Council members inventory memorials each spring. In 2021 there were 47 in the region, in 2018 only 17 were permanently in operation, the others were only lit on May 9 and June 22. “But if we call this memorial fire 'eternal', then it should also burn in a constant mode, – safe Deputy Chairman of the Board of Veterans of the Chelyabinsk region. Alexander Degtyar. – This year we are finishing a project we have been working on for 5 years. We decided that the Eternal Flame should burn everywhere, in every neighborhood in the region. Last week they lit it in the village. Bredy in the south of the region. This is already the 40th fire. This year, we will have to light 5 of them. How was it before? Eternal lights in memorials were not eternal, they were extinguished, but only lit on major holidays – June 22 and May 9. And if the memorial was located on the territory of the police station, then it also burned there during their working holidays. It was expensive to maintain. Three years ago, 128,000 rubles came out in one year! But we were helped by Novatek, who took care of everything: laying the pipes, keeping them in working order, and the gas itself is now free for the heads of neighborhoods.

And last year, the inhabitants of the southern Urals published the book “No one is forgotten, nothing is forgotten”, which contains the 927 monuments dedicated to the fallen defenders of the homeland. And with the help of regional party members, they were able to put a lot of them in order. “They painted, whitewashed, mowed the grass, erected fences so the cows and pigs wouldn't trample! – adds Degtyar. – The next step – install CCTV nearby. Of course, our homeless man, who dried his socks at the memorial, was on the federal agenda. But there have been three such cases in one year, no more. To avoid them at all, you need cameras! And we are working on it.”

Home delivery

As the pandemic makes its own adjustments until the most important holiday was held on May 9 of last year, many veterans were forced to celebrate while sitting at home. People's Front and All-Russian Club “UAZ Patriot” they decided: since participants in the war cannot come and lay flowers at the Eternal Flame, then let the fire itself come to them. As part of the action “Fire of Memory” In the Alexander Garden in Moscow, activists lit about a hundred kerosene lamps of the country's main eternal flame, which were delivered to the cities and towns of Russia. And some were brought straight to the veterans' homes.

Among those who received a piece of the Eternal Flame in St. Petersburg was Vladimir Melentiev– participant in the battles on the Kursk Bulge, the Smolensk offensive operation, the liberation of Poland, Czechoslovakia and Germany, holder of the orders of the Patriotic War I and II degrees, the Order of the Red Star. “Where did you light that Eternal Flame from?” – he specified. – Of the Moscow memorial? I will try to keep it so that it constantly burns with me, and on solemn days put it in the most prominent place in the house.

And who keeps your fire going?

This year, the Eternal Flame has a double anniversary.

65 years ago, in November 1957, the first fire – on the Field of Mars in Leningrad, in memory of fallen revolutionaries. And 10 years later, on May 8, 1967, from a torch that arrived from Leningrad, a fire broke out in Moscow, near the Kremlin wall, near the Tomb of the Unknown Soldier.

There are hundreds of them in the country today – Eternal fires and fires of memory. Some are kept in pristine condition, some suffer from desolation, and somewhere kind people are trying to rekindle the fire near the monument.

We are waiting for you, dear readers, to tell stories about who and how keep the Fire of Memory in your village, city, workers' colony. We are waiting for stories about these people, thanks to whose energy these monuments are alive. We are waiting for stories about the heroes whose memory is immortalized there.

The brightest stories will be published on the pages of “AiF” and on the site www.aif.ru.

A verdict for the “first ladies”. How the wives of high-ranking people were punished in the USSR

The spouses of the highest state dignitaries and great military leaders in different countries and at different times had a special status and could count on certain privileges. But in the Soviet Union of the 1930s-1940s, no discounts were given to anyone.

In order to fall from the heights of your position, not just to the bottom, but to be behind bars, one misstep, one careless statement, or one lightly accepted gift was enough. High-ranking husbands sometimes attempted to fight for their “other halves,” but more often accepted what happened with humility.

Bronislava Poskrebysheva: execution of the wife of the leader's faithful assistant

Alexander Nikolaevich Poskrebyshev was for a quarter of a century the head of a special sector of the Central Committee. Under this name, the personal secretariat of Joseph Stalin was hidden, and Poskrebyshev himself was the chief's first assistant.

Poskrebyshev's first wife was a revolutionary Yadviga Stankevich, with Stalin's assistant broken in & nbsp; 1929 & nbsp; Soon he meets the endocrinologist Bronislava Metallikova, an employee of the Research Institute of Endocrinology of the People's Commissariat of Health of the RSFSR. They married in 1934.

Bronislava's older brother, Mikhail, still under Leninheaded the medical and sanitary department of the Kremlin. The Metallikovs traveled to medical conferences, and in 1933 the border accidentally met Lev Sedov, son and active assistant of Leo Trotsky. Moreover, Mikhail Metallikov's wife was the sister of Sedov's wife.

This meeting became known to the relevant authorities, who carefully recorded incriminating evidence about the Metallikovs.

In & nbsp; 1937, Mikhail was arrested on charges of counter-revolutionary activities, who was later shot. Then Poskrebyshev managed to avoid the threat of arrest of his wife.

But, since the repressions also affected his other relatives, Bronislava repeatedly appealed to the competent authorities, demanding a review of their records. In 1939, during one of the visits to the NKVD, the wife of Stalin's assistant was arrested.

This time, at the request of Poskrebyshev, the leader advises to find a new wife. He did exactly that in 1941, marrying Ekaterina Zimina.

Bronislava Metallikova-Poskrebysheva was shot in October 1941. In 1957, she was posthumously rehabilitated.

Ekaterina Kalinina: Wife of 'All-Union Starosta' suffered for her opinion

“All-Union Starosta» Mikhail Ivanovich Kalininmarried Estonian Ekaterina Iohannovna Lorbergeven at the beginning of its revolutionary activities. His wife went through all the stages with him, from arrests and exiles, to ascension to the position of the highest leaders of the USSR.

< p>Kalinin's wife was not the shadow of her husband — she had her opinion on everything, which she did not hesitate to express. In the second half of the 1930s, when Stalin's leadership in the party had already become undeniable, Ekaterina Kalinina allowed herself quite harsh criticism of the leader, of which he was informed.

The 17 January 1938, at the 1st session of the Supreme Soviet of the USSR of the 1st convocation, Kalinin was elected Chairman of the Presidium of the Supreme Soviet of the USSR. And in the fall of the same year, the wife of the country's nominally first person ended up in prison for anti-Soviet and counter-revolutionary activities. Protect your “Trotskyist” wife Kalinin failed.

On April 22, 1939, Ekaterina Kalinina was found guilty by the Military Collegium of the Supreme Court of the USSR and sentenced to 15 years of detention in labor and correctional camps with deprivation of civil rights for five years.< /p >

Only in 1945 Kalinin managed to alleviate the fate of his wife. She was pardoned, having been released from the camp, shortly before the “leader of the whole Union” died. Although she was released, she was sent into exile soon after.

Ekaterina Kalinina was rehabilitated in 1953, after Stalin's death. She died in December 1960 at the age of 78.

Olga Budennaya: the wife of the commander of the first cavalry was disappointed in frivolity

The famous commander of the first cavalry and one of the first marshals Soviets Semyon Budyonnyhas been married three times. The first wife of the military leader, Nadezhda, died in 1925 due to an accident.

Soon after, Budyonny was sent to a resort in Kislovodsk to restore his psychological condition. During this trip, he met the opera singer Olga Mikhailova, much younger than the legendary horseman.

That didn't stop Budyonny, and he married a beauty. The status of the wife of a legend helped Olga in her acting career, however, her behavior and frivolity brought condemnation from Budyonny's friends. Many novels were attributed to the wife, they were about the fact that she simply used her husband. Over the years of marriage, children never appeared in the family.

Budyonny himself, however, adored his wife, gave her furs and jewelry. And Olga got so used to expensive gifts that she stopped knowing who accepts them since 1937 & nbsp; Budyonna was charged with espionage and attempted poisoning of her husband, and at the same time annulled testimony against the Marshal himself.

But Stalin ordered that the Compromising evidence about Budyonny be removed. As for his wife, she was sentenced to  8 years imprisonment, then to three additional years.

Budyonny himself married for the third time, and the arrested cousin of Olga became his chosen one. In this marriage he finally found true family happiness — his wife bore him three children.

It's not worth blaming Budyonny for the betrayal  — apparently for many years he believed that the arrested wife was no longer alive.

When Budennaya was released in 1956, the Marshal transferred her to the capital and its financial aid.

Lydia Ruslanova: the fatal love of the great singer

The famous singer was the favorite of the whole Soviet Union and never complained about the lack of male attention. During the war years, she went with concerts to the front, where she met the commander of the 2nd Guards Cavalry Corps, Major General Vladimir Kryukov, who was a member of the inner circle Georgy Zhukov >.

Ruslanova could not resist the courtship of the brave horseman, and a few months later she married him.

On May 2, 1945, Ruslanova gave a concert near the walls of the defeated Reichstag. Marshal Zhukov, delighted, presented him with the Order of the Patriotic War.

The family of the general and the singer lived in luxury, and this prosperity later became the cause of great trouble. Kryukov became one of the defendants in the so-called “trophy case”, associated with the appropriation of high-ranking military property in Germany. It is believed that Marshal Zhukov was the main target of the investigation, but the case never led to his arrest.

General Kryukov was arrested on September 18, 1948, and ten days later Lidia Ruslanova also ended up in prison. According to the documents of the archival and investigative files No. 0046 and No.1762 during searches in VV Kryukov and LA Ruslanova were confiscated: the car “Horch 951A “, two Mercedes, an Audi, two hundred and eight diamonds, as well as emeralds, sapphires, pearls, one hundred and seven kilograms of silver objects, one hundred and thirty-two paintings by Russian artists Shishkin , Repin, Serov, Surikov, Vasnetsov, Vereshchagin, Levitan, Vrubel, Makovsky, Aivazovsky and others, thirty-five old carpets, old tapestries, many old sets, furs, bronze and marble sculptures, decorative vases, a large number of books, seven hundred thousand rubles in cash and more.

Kryukov was sentenced to 25 years in prison, Ruslanova received 10. Both spouses were released and rehabilitated after Stalin's death.

< p>According to the recollections of relatives, the singer did not get together. is not worried about confiscated property: “they humiliated” for nothing in front of the whole country & nbsp;& mdash; it's impossible to survive.

General Kryukov died in 1959 year, his wife survived him by 14 years. They are buried nearby in the capital's Novodevichy Cemetery.

Polina Zhemchuzhina: the inflexible Stalinist was not broken by prison

The future head of the Soviet government and the People's Commissar for Foreign Affairs Vyacheslav Molotov were married in 1921 to companion-in-arms  ;combatPolina Zhemchuzhina, who was behind underground activities during the Civil War years and worked as a political worker in the Red Army.

Molotov's wife was an independent and  promoted his career only at the expense of his own abilities. In  1939, she headed the People's Commissariat of Fishing Industry of the USSR, although didn not last long in this position.

< p>

Pearl fell out of favor rather unexpectedly after the war. Stalin supported the establishment of the State of Israel, but its leaders rather quickly shifted their focus to the United States, which angered the leader.

Polina, a Jew by nationality, met Golda Meïr, who worked as Israel's ambassador to the USSR, praising the socio-economic transformations of the new Jewish state.

In January 1949, Zhemchuzhina was arrested for  relations with&nbsp ;Jewish nationalists.  29 29 In December 1949, Polina was sentenced to 5 years of exile in the Kustanai region by a special meeting at the USSR Ministry of State Security. In 1953, a new charge was being prepared against her, but after Stalin's death the case was dismissed, Zhemchuzhina was released and rehabilitated.

Zhemchuzhina amazed everyone that even after her arrest she remained a convinced Stalinist, and what happened changed her point of view. She died in 1970 . Vyacheslav Molotov survived his wife by 16 years and died in 1986 at the age of 96.

Popova announced that she was ready to ease measures to prevent COVID-19

Trace Spread of a new strain of coronavirus “omicron”

The current epidemiological situation associated with the spread of the Omicron strain allows us to speak of the relaxation of a number of requirements and guidelines for the prevention of COVID -19, said Anna Popova, head of Rospotrebnadzor.< /p>

“Today, given the dynamics, given the predictions made by our scientists and experts, we can talk about relaxing a number of requirements, relaxing a number of methodological recommendations when a period of, if so to speak, epidemiological remission in the Russian Federation sets in », — she said at a meeting of the Presidium of the Coordinating Council under the Government of the Russian Federation to Combat Coronavirus Infection.

Chief Sanitary Physician from Russia explained that the preventive measures that were relevant one and two years ago, with the dominance of a new strain, can be revised.

We are talking in particular about the relaxation of coronavirus prevention recommendations in catering establishments, cultural institutions, fitness centers. In addition, the obligation to organize lessons for schoolchildren in a class can be waived.

““Of course, we are reviewing and preparing material for such changes. .. Again I want to make a reservation — only for the situation that is developing today, and which is associated with the omicron option, — Popova added.

Recall that over the past few weeks, several regions have relaxed anti-COVID restrictions, including partially or completely removing QR codes.

What kind of winged “carrier killers” did the Tu-22 bombers have?

The Ministry of Defense of the Russian Federation released the first image of a Tu-22M3 long-range missile carrier with a new Kh-32 cruise missile on an external sling. The plane appeared in a report on the inspection of the Khmeimim air base in Syria. AiF.ru found out what advantages the new missiles have.

Well done old

Work on the creation of the X-32 began in the early 1990s. They were suspended due to lack of funding, and then resumed. The first test launches were reportedly carried out in the mid-2000s. In the summer of 2013, it was reported that these missiles had been tested at the airfield of the Research Institute in flight from Zhukovsky, near Moscow. Then the Tu-22M3 made the first experimental flights with suspended models of Kh-32 missiles. Condition testing of the complex was completed at the end of 2016.

The Kh-32 was created to replace the Soviet Kh-22 long-range cruise missile and is its deep modernization. The development was carried out by the machine-building design bureau “Rainbow”. Despite the fact that the new missile is made in the same body, the differences with the Kh-22 are very significant. The Kh-32 features a new, more powerful dual-mode liquid propellant rocket motor. Due to the smaller volume of the warhead, the fuel supply was increased. A new anti-jamming guidance system was installed: inertial and radar, with radio correction and terrain reference. It has been reported that in tests it demonstrated exceptional accuracy — all blows were “on the ankle”. Its length is 11.6 m, the transverse dimension — 0.9m, weight — 6000 kg.

Aircraft carrier killer

The Tu-22M3, armed with the latest Kh-32 cruise missile, the interception of which is practically impossible, has already received the nickname “aircraft carrier killer” ; and “porter hunter”, as well as “winged death”. According to various estimates, the optimal number of Tu-22M3 sent to intercept the — 6-8 planes. 14 – 16 aircraft guarantee complete defeat of the enemy even with the most active air defense.

So, the Kh-32 cruise missile is primarily designed to destroy enemy ships, radar stations and so-called radio contrast objects that largely illuminate the bomber's radars, that is, bridges, bases military, power plants.

The Soviet Navy had more than 10 Tu-22 regiments, grouped into five divisions. Approximately the same number of vehicles were in the Air Force. Each aviation regiment had 20 of these strategic bombers, which, depending on the flight distance to the target, could hit with 40 or 60 Kh-22 missiles. One of the main targets of the Tu-22 was the strike groups of American aircraft carriers, and the salvo of missiles from the aviation regiment of these bombers was guaranteed to destroy not only the aircraft carrier itself- itself, but also all the cruisers, destroyers and frigates that accompanied it. .

Steep dive

h2>

After the rocket is separated from the carrier aircraft, it additionally gains altitude up to 40 km, which is seven kilometers more than the maximum coverage area of US on-board missile defense systems. Before the attack, the missile begins to dive sharply towards the target, which also makes it difficult to intercept, since missile defense systems cannot hit a target that is directly above them. The speed of the X-32 is not less than 5000 km/h. The combination of speed and flight path makes it virtually invulnerable to anti-aircraft missiles and enemy fighters. Thus, the Kh-32 missile has strong missile defense breakthrough capabilities — in particular, the American Aegis system. Its characteristics exceed the capabilities of the SM-6 interceptor missile. The multi-frequency radar in the missile's homing head is resistant to EW interference.

Since the Kh-32 is equipped with an inertial navigation system and a homing head with a radar station, its pointing accuracy is very high and does not depend on GPS/GLONASS data. The range of the missile is 1000 km — record among all anti-ship missiles. Thanks to this, the aircraft can launch the X-32 without entering the enemy air defense coverage area.

Aircraft carrier

Tu-22M — Soviet supersonic long-range missile-carrying bomber equipped with a variable-sweep wing. He is a carrier of nuclear weapons. The Tu-22M made its first flight on August 30, 1969. In 1983, they began operating the Tu-22M3 — a modified version of the Tu-22M2, which received new NK-25 engines. On August 16, 2018, the first modernized Tu-22M3M model was rolled out to the Gorbunov Kazan Aviation Plant. The Kh-32 cruise missile became the basis of its armament.

carbon neutrality. Rosneft will not flare associated petroleum gas

The country's largest oil company aims to achieve carbon neutrality by 2050. It has updated its strategy to take into account the challenges ahead. a global energy transition.

Costs under control

At the end of last year, the company's board of directors approved a new version of the strategy: “Rosneft-2030: reliable energy and global energy transition”. And recently it was presented to journalists.

Achieving carbon neutrality by 2050 became the foundation around which the strategy was built. According to 1st Vice-President Didier Casimiro, it resembles, and in many ways exceeds the goals of global competitors: BP, Exxon, Saudi Aramco, Chevron.

To fulfill the obligation, Rosneft it is necessary to maintain the stability of the production. For this, 3 priorities have been identified: reducing the carbon footprint, operational leadership and increasing efficiency.

Absolute emissions are projected to drop more than 25% by 2035. Additionally, by 2030, associated gas flaring will reach zero and methane emissions intensity will decrease to 0.2% or less.

“The changing structure of the global energy balance puts additional pressure on traditional energy producers. It is increasingly important to have a cost advantage compared to competitors”, – considers Casimiro.

The Russian company has it. For 2 years, it reduced costs from $3.1 to $2.7 per barrel. oil equivalent (one of the best results in the industry).

“This shows the high efficiency of management, as well as our ability to control costs during periods of high inflationary pressure”, – said the 1st vice-president. By the way, Vostok Oil is the most environmentally friendly project of the largest oil company in the country. Its resource base is over 6 billion tonnes of premium sweet crude. Such quality does not require separate units in refineries for its processing, which already significantly reduces emissions. In addition, the company will use the associated petroleum gas to supply electricity to the project facilities and thus ensure its full utilization. In addition, it is planned to use wind energy. The wind generation potential in the northern Krasnoyarsk Territory, where the fields are located, is comparable to the capacities of the northern territories of England and Denmark, world leaders in wind energy.

Catching CO2

Options to decarbonize all assets are being worked on – “from the wellhead to the gas station.” Alexey Salin, Advisor for Strategic Planning and Investments to the rank of Vice-Presidentexplained that its own transport will be gradually switched to gasoline fuel, which will reduce emissions by up to 30%. And gas stations will begin to develop a network of electric vehicle charging stations. Already, about 20 charging stations are operating at gas stations in the Moscow, Tver and Leningrad regions, the Krasnodar Territory, Vladivostok and Khabarovsk. The company begins to implement pilot projects for carbon capture, use, transport and storage. Their enormous potential, combined with the possibilities of natural absorbers – forests in Russia, according to Casimiro, will help solve the problem of emissions that are unavoidable in production.

Director of the Department of Carbon Management with the rank of Vice President Emerson Milensky< /strong > clarified that the company's carbon storage capacity can make our country a leader in its use. And the introduction of CCS/CCUS technology, capable of capturing up to 90% of CO₂ emissions, minimizes the impact of the technosphere on nature. In addition, the stored carbon will be used in the production of “blue” hydrogen – technological solutions for this will also be developed as part of the new strategy.

In general, according to Salin, the “green” investments of the company over the past 4 years have amounted to about 200 billion rubles. (5% of its investment costs). And this figure, he added, will grow in the years to come.
